No, and that is deliberate. It opens the mail app with everything filled in and waits for the person to press send, which is what phones allow and what people expect.
Whichever is set as default on the phone — Mail, Gmail, Outlook, or another. The code uses the standard mailto format that all of them understand.
You can, though a static code cannot tell you how many people scanned it and did not send. If you need that, point a dynamic code at a landing page and read the scan numbers.
